HNGN probes into this detail saying that the Russo brothers are setting "Captain America: Civil War" to be a vital start that will introduce the concluding stories after. The outlet even adds in that this movie alone may feature 67 characters.

"We wanted Winter Soldier, Civil War, and the Infinity War films to have a strong through line," Joe said from the outlet (via Comicbookmovie). "We look at this movie as setting the stage for Infinity War, how it stars and what condition everybody is in."

"Captain America: Civil War" will highlight two of the most powerful and meaningful superheroes in the whole DC Universe, Captain America and Iron Man. Based on the latter discussions regarding the movie, the story will bring forth how these two superhero giants will clash differences and get their own allies.

What makes "Captain America: Civil War" set a higher pedestal than "Captain America: Winter Soldier" is how its story will greatly affect the heroes' choices after. Joe even claimed that the ending of the movie will surely make an emotional toll for the viewers.

"The consequences of Civil War will have an even more significant impact [than The Winter Soldier]. In Civil War, we're going to change the Marvel Cinematic Universe's Psychology, and it's an extreme shift," Joe said based on Comicbookmovie. "Winter Soldier was a political thriller; this is a psychological thriller."

The main cast of "Captain America: Civil War" showcases the former leads in "Winter Soldier" and "Avengers" movies including actors Chris Evans, Robert Downey Jr., Scarlett Johansson, Anthony Mackie, Sebastian Stan, Elizabeth Olsen, Chadwick Boseman and Paul Rudd. While the supporting casts are Martin Freeman, William Hurt and Gwyneth Paltrow.
